The Department of Health was abolished...
The Department of Health was abolished and replaced by a citizen's panel who ran our health service. Then we could have human beings at the front desk, not bureaucrats frightened by government ministers

William notes: Well yes, or that health services were designed in a process that formally involved users and health care professionals. It sounds so blindingly obvious, but the reality is very different.
