people who are within 3-4 years of retirement...
people who are within 3-4 years of retirement were allowed to retire on full state pension provided it left a place for one of the many 16-25 year olds who are unemployed. This would save so much money in the long term and give young people some motivation and the self respect of being given a job.

David notes: How would it "save" money to have more people claiming a state pension??? Wouldn't it be better if the experienced older person continued to earn - perhaps using their experience and knowledge to train younger people or start a business which employs them?
