central Government, rather than operating in isolation with a plethora of different IT hardware and providers, looked at the shared services model and moved to a one product fits all for each Government department i.e. why are 22 Whitehall departments operating on one or more different IT providers. £savings£

William notes: What about local government? There you have the same functions replicated hundreds of times over. But each Whitehall department is unique. Some are vast, some are tiny, some are dysfunctional
