Office buildings which keep their lights...

Office buildings which keep their lights on all night send completely the wrong message to the general public who are being urged to reduce their own carbon emissions. Therefore appropriate action to bring this practice to a speedy end would be welcome.

In the process it will be necessary prominently to refute the popular misconception that it is uneconmic to switch off and on strip lighting.
It will also be necessary to counter excuses such as security, and cleaning considerations.

PaulG notes: Agree. Furnishing cleaning staff with head-band lights might not be too efficient, but I could see how security staff with night vision goggles would likely make them more effective, and imposing.
