Statistics suggest that 10% of all motorists are driving without currently valid road tax.
My suggestion is that identifying such motorists is a task admirably suited to parking wardens.
They can check the tax disc at the same time as checking the legality of parking. By this I mean not merely the discs of those illegally parked, but of every vehicle they pass. Statistics further suggest that motorists whose tax discs are out of date are often also neither insured nor even have a driving licence or indeed MOT.
A part of the additional finance raised by this initiative could be payed to the warden as a bonus.

PaulG notes: I think this already happens, I was spotted once as I stopped at lights on my way to MOT station with a newly purchased car. Frightened the life out of me, I spotted him from about 10 mtrs away staring at my screen and looking at my plate, so I stopped and politely challenged him. All above board 'just doing my job mate'.
