the end of year splurge was punished not rewarded
...public authorities and whitehall departments didn't feel the need to spend all there money by the end of the financial year.
This pressure to spend because otherwise they will receive a reduced sum the follwing year means we see a lot of wastefulness. Instead the departments and authorities who underspend should be rewarded - financially as this is the languauge managers understand.

Peter notes: How about instead of the "end of year splurge" public services were given something like an "Innovation Amnesty Pot" where they could log all underspend towards projects focusing on innovation and delivering services better
